Core Strategy Main Modifications

The examination hearings into the consequential changes to the remaining remitted policies as a result of the increase in the housing requirement took place on 21-23 June 2016.  At the end of the last day the Inspector concluded verbally that the plan’s spatial strategy remains sound notwithstanding the increase in the housing numbers.  However, in order to make the plan sound, more flexibility is required in the wording of the settlement policies.  These proposed main modifications have been discussed with the Inspector post-hearings and represent the proposed changes to be made.  No material change is proposed to either Policy CS6 (Green Belt) or CS19 (Strategic Gaps). The Inspector also concluded that for the purposes of the housing supply calculation, that the Council use a 5% buffer and use the Sedgefield methodology,

You can comment on the proposed Main Modifications up until midnight 5 September 2016.  All representations received will be submitted to the Inspector for his consideration prior to issuing his Inspector’s Report.  The Council will then formally re-adopt the remaining Core Strategy policies. 

Each of the remitted policies is treated as a separate main modification.  You can also view the originally submitted text (July 2011), the originally adopted text (April 2012) and the Council’s proposed changes as agreed by Executive (October 2015). These are available as consultation documents in the list below. The final document is a comparison of the proposed wording with previous versions of the policies.

The comments made will be forwarded to the inspector to assist in writing his report into the examination of the those policies (CS6 Green Belt, CS14 Distribution of new housing, CS19 Strategic gaps, CS28 Weston-super-Mare, CS30 Weston Villages, CS31 Clevedon, Nailsea and Portishead, CS32 Service Villages, CS33 Infill villages, smaller settlements and countryside).
