Residential development in and on the edge of service villages should be supported as shown on the site plan amending the boundary of Backwell. Policy CS15 should read "The council will seek to ensure a mixture of housing types in North Somerset by considering proposals for development in terms of the extent that they: 1) Support a settlement and provide a variety of homes that meet the changing lifetime requirements of residents" (renumber current points 1,2 and 3).

Policy CS15 is welcomed as it is considered the policy meets the requirements of PPS3 (paragraphs 20-24) and adequately promotes the provision of a mix of housing types whilst allowing some flexibility for development to reflect the demand and need for particular types of housing in specific locations.

Reference to the creation of balanced and mixed communities is welcomed. St Modwen will seek to ensure that Locking Parklands will not result in a proliferation of one housing type and responds to the local housing market requirements. This can only be done however, if the policy context allows sufficient flexibility to enable the market to respond to meeting shortfalls in particular types of unit size or tenure.
