Core Strategy - Consultation Draft Chapter 4: Area Policies CS28: Weston-super-Mare CS28: Weston-super-Mare

The proposed allocations for 12000 new dwellings and about 10000 jobs centred on Weston-Super-Mare are supported. The settlement boundary for Weston-super-Mare should be amended to take account of the opportunities for further sustainable development to be built adjoining existing development so as to provide for the strategic development needs of both the town and the district. Land in the vicinity of Beach Road, Kewstoke is available and considered suitable for such development.

NGPHL conditionally objects subject to the reference in the policy to "employment-led strategy" being changed to "a balanced employment and housing-led strategy". NGPHL also objects to the currently stated requirement under criteria 1) of the policy for large residential sites to provide on-site employment opportunities without exception, because this fails to properly take into account the viability influences of doing so on development. Suggests rewording of the policy.

PROPOSED CHANGES: We propose that Policy CS28 Weston-super-Mare is deleted and re-written to provide for the scale of housing and employment development within and adjoining the town on the basis of the PCRSS. We also propose that paragraph 4.7 is deleted.

We feel that the job target should be set at a higher level than the 10000 quoted, the objective being to provide employment for the occupiers of the proposed new homes as well as some of those currently out-commuting and, of course, the unemployed. A sustainable development policy should aim to provide jobs for all job seekers, both those actively seeking work and potential new residents.

Area Policies CS28: Weston-super-Mare and CS30: Weston Urban Extension. The emphasis on green infrastructure and biodiversity in these policies is very much welcomed by the Trust and we would be interested in being consulted on the development of these areas of the core strategy as they unfold, especially the Western Urban Extension SPD.

The representations made to the Core Strategy should be considered in the context of NGPHL's earlier representations to the AAP, which objected to the proposed inclusion of employment within the preferred regeneration strategy for their site on Winterstoke Road in Weston-super-Mare on viability grounds.

Given the existing pressures on the town we need assurances that 'employment led' growth really will mean that there must be job opportunities provided for development applications to be supported. Please also clarify what is meant by if employment opportunities are not appropriate, off-site contributions must be provided.

This section states that "Weston-super-Mare will accommodate 12,000 new dwellings and about 10,000 jobs.....". The introduction to the Consultation Draft states the housing requirement as 3,000 Weston urban, 5,750 elsewhere, 9000 Urban extension = 17,750. The figures do not match up. Please clarify.
