Core Strategy - Consultation Draft Chapter 4: Area Policies CS33: Smaller Settlements and Countryside CS33: Smaller Settlements and Countryside

The strictly limited scope for residential development is not appropriate for those settlements currently with a settlement boundary (see other representations under policy CS14 requiring these to be retained). Reference to employment development should now be reviewed and replaced by wording in accordance with PPS4, particularly policies EC6 and EC10. Need reference to conversions. Presumtion against employment development in the open countryside should be removed (contrary to PPS4).

There is an inconsistency between this policy wording and that in policy CS17, Residential Sites Providing Affordable Housing Only. The latter states that affordable housing-only developments will not be permitted in the Green Belt; there is no equivalent statement here, although policy CS17 is referred to in para 4.107. We recommend that all existing settlement boundaries are retained.

1.The strictly limited scope for housing is inappropriate for settlements with a boundary (see reps re CS14 requiring their retention). 2. Reference to employment development should be replaced by wording in line with PPS4, esp policies EC6 and EC10. 3. The requirement that employment development will not be permitted in he open countryside should be deleted. It does not accord with PPS4 and seems to delete effects of RLP RD/2 and RD/3. 4. Ref to rural conversions needed (omission).
