Policies should encourage appropriate development in service villages that can bring forward wider benefits to the local community (including the surrounding rural settlements that draw on the facilities Support the inclusion of Backwell and Congresbury among the identified service villages available).

Service villages in our area are Long Ashton and Backwell, with a focus on small scale jobs, services and community facilities, new housing to maintain or improve self containment. Barrow Gurney is in the category of "smaller settlements and countryside", with "development strictly controlled to protect the character of these areas".

The vision has a rural bias, which fails to reflect the fact that some service villages, due to their close proximity to SSCTs exhibit less in terms of rural character e.g. Long Ashton.

Wrington is another service village with issues requiring further assessment before further development can occur; (CA with no. of listed buildings. Barley Wood historic park and garden to east is close enough to be potentialy affected.)

"VIS 6: Service Villages Vision - Amendments By 2026 service villages will become thriving rural communities and a focal point for local housing needs, services, HEALTHCARE and community facilities. The core stategy states that 12 "service villages" will be developed with a focus on employment, services & housing. Yet 3 of these villages are Banwell, Backwell & Congresbury where the council are intent on removing the library service.If you want people to move to these "Service Villages" then you must provide services!Shops,halls,youth provision,churches,post offices, primary schools and LIBRARY BUILDINGS.Closing Congresbury Library is not an improvement,neither will be a voluntary service.

Accept principle of spreading development around plan area, but have some concerns on impact of potential small scale growth on some of the villages identified. You need to be able to demonstrate the environmental capacity of these settlements. They will have characteristics which help influence the form of future development within them, (conservation areas or not). Views expressed in VIS7 should also apply to this vision re identity.

A full review of the service village settlement boundaries should be undertaken to allow for development to help a settlement become more self-contained. Insufficient development land to redress any deficiencies such as housing for young people and the retired and new employment uses means this Vision cannot be realised.The following additional sentence at the end of the Vision: "To achieve this, settlement boundaries shall have been extended in order to cater for appropriate new development."

These of the 12 service villages have issues regarding historic qualities which will require further assessment before any new development can occur: Banwell (conservation area, scheduled monuments), Long Ashton and Yanley: Several Conservation areas , scheduled monuments, large number of listed buildings; Hutton (CA, listed buildings) Congresbury (CA) Uphill (CA, forming important strategic gap)
