We would urge the authority not to move away from attempting to "design out" the private car. If the focus on self containment and new travel management policies are at all effective they should surely reduce dependency on the private car resulting in less need for parking provision in the future.

The HCA supports the overarching ambition to ensure a balance between good urban design, highway safety and residential amenity.

Recent residential development has whilst providing garages, built them too small for the majority of cars, resulting in parking problems within the estate and elsewhere. Commercial development must have conditions imposed to provide adequate parking on site.

Whilst we support the need for adequate off-street parking to be provided in new developments in principle, we do not consider that expressly seeking to: 'maximise off street [parking] provision' is appropriate.

We must ensure that a minimum parking allocation is applied to new developments. Ideally properties should be designed with the garage next to the property they are serving and should be of a sufficient size. The new roads are also not wide enough for on street parking - creating issues for emergency vehicles, buses etc.

Adequate parking should be provided and attempts to decrease the number of cars by limiting parking is not practical. Use of public transport is to be encouraged but is limited due to an inadequate public transport system.

This policy is supported. The Council has noted the realistic approach taken in this policy, which reflects our concerns about on-street parking and related congestion issues.

Does not reflect national planning guidance. It fails to identify the need to promote sustainable transport choices as a key consideration in parking provision. In accordance with PPG13, reduced car parking provision has to form part of a package of planning and transport measures if it is to successfully promote sustainable travel choices.

CS11 applaud comment to seek to maximise off street parking. Parking should not be a maximum, more likely a minimum to over provide.
