Seafront - It should be remembered that this is immediately adjacent to the Severn Estuary international site and all new development should be sensitive to the need to avoid damage or disturbance to the features for which the site has been designated.

The HCA supports the general approach to the regeneration of the town centre and acknowledges the contents of the Town Centre Area Action Plan. We support the proposed mix of uses for the Town Centre, and the enabling role that housing can play. Policy needs to be updated to refer to PPS4. Urge caution to avoid an over supply of small flats within the town centre.

Paras 4.34 and 4.35 seek to explain why the Council may permit residential development in the town centre area to proceed in isolation rather than in association with an employment-led strategy for elsewhere. The point at issue here is that the justification for doing so is based upon the need for flexibility-a need that the council appears oblivious of in numerous instances elswhere in its proposed policies. All housing should be treated equally in this respect.

NSC has commissioned Royal Haskoning to undertake further work on the Level 2 SFRA to assess the flood risk for this part of WSM. An important task is assessing the tidal risks in respect of the new defences when considering the new climate change figures. This work will determine the sequential test/approach, the development uses permitted under PPS25, mitigation measures and inform FRA's. NSC needs to be aware of the implications this flood risk evidence may potentially have on its proposals.
