We agree that Weston-super-Mare has seen a higher than average increase in one-bedroom flats, however we do not agree that the restriction of one bedroom flats is appropriate. Evidence in the SHMA points towards a further increase in need for one bedroom properties and with trends towards individual households increasing the demand for this type of property will not disappear.
By delivering one bedroom flats, developers are only responding to the pent-up demand in the market and in any case a high level of flats should be expected in town centre locations. We urge the council to consider the guidance in PPS3 which states that developers should bring forward schemes that meet demand and Local Authorities should require strategic sites to reflect local housing need. Going beyond this is not supported by national planning guidance and the policy is likely to be considered unsound by an inspector.
