4.7 The fundamental aim of Green Belt policy is to prevent urban sprawl by keeping land permanently open. To this extent the restrictive nature of this policy is generally supported. However, in respect of the requirement for the SWBUE, the SWRSS stipulated that responsibility lies with NSC in terms of making the necessary revisions to the Green Belt to accommodate the extension.

4.8 The EiP Panel accept that the HMA housing requirements within the SWRSS provide the very special circumstances necessary to justify development in the Green Belt. Whilst the policy accepts that development proposals which demonstrate such circumstances will be acceptable, this is not in itself considered sufficient. It needs to be augmented by an additional paragraph in the policy that positively directs new development to sites in the Area of Search for the SWBUE, particularly those which offer wide ranging sustainability benefits.
