In order to achieve the Authority's housing allocation there is a need to review and assess Green Belt designations. Where sites or areas of land do not meet the policy requirements of Green Belt designation as set out in the Consultation Draft, form natural extensions to existing settlements and are sustainable then the designation should be rolled back.

We need a strategy for homes for those who need them in places they want to be. Many proposals,but not all, are infilling green field areas which are oases of breathing space between other urbanisations;needed to provide recreational facilities, eco-diversity, and, not least, fresh air, for the housing already in situ. If there is such a housing need in North Somerset by 2026 and 2036,aggregate these needs to build a new town which would attract significant funds for the infrastructurerequired.

Plan is premature as it is based upon the LPA’s proposed changes to the remitted policies, which have not yet been through examination and are subject to a significant level of objection. Site Allocations Plan work should be halted until the remitted policies have been adopted and the distribution strategy for new housing has been finalised.

Yatton Parish is currently developing two Neighbourhood Plans,(Yatton/Claverham) the Site Allocation Plan needs to be shaped by these emerging plans as they reflect the needs and aspirations of the communities. The Local Planning Authority has a duty to its electorate . Each District Councillor has to have the courage to resist and challenge the crisis management of the Local Planning Authority which could lead to catastrophic outcomes for future generations

The Council should have regard to the emerging Joint Spatial Plan which is being prepared in conjunction with Bath and North East Somerset, Bristol City and South Gloucestershire Councils. The 2015 Strategic Housing Market Assessment (SHMA) covering the four authorities identified a need to deliver 85,000 homes between 2016 and 2036. This equates to 4,250 homes every year and is nearly 30,000 more than originally planned for across the region.

The draft Plan appears to be in general accordance with higher tier plans and policies and although we do not have detailed knowledge of individual allocations; based on the material provided and in so far as statutory designated sites and landscapes are concerned, we would not expect the Plan policies (taken collectively) or the majority of proposed development sites to result in significant impacts
