the Weston Villages sites are employment led allocations requiring the delivery of, on average, 1.5 jobs per house as part of the Framework S106 Agreement These covenants provide very little scope for deviation from the delivery of the jobs and could lead to significant delay in the delivery of the housing should the level of employment provision fail to keep apace

Concerned with the piecemeal approach, with the remitted policies of the Core Strategy being progressed separately from the Sites and Policies Plan Development Management Policies and separately from the Site Allocations Plan. This approach seems confusing, and it is not appropriate before the remitted policies of the Core Strategy have been examined and found to be sound.

Gladman has concerns about a number of the Housing Allocations made in the Plan. For example, many are in Weston-super-Mare, a town that has struggled to deliver new housing growth in the past because of commercial viability and may not deliver units as quickly as the Council have suggested. Gladman have a number of sites that are being promoted through the planning process within the Services Villages and Infill villages.

SA alternatives of keeping the existing Local Plan allocations or not having any allocations are not considered to be genuine suitable alternatives. All reasonable alternatives have not been assessed. Objective to ‘Promote development that contributes to a suitable mix of high quality housing types etc. should not have been removed. Object to a some statements in para 3.9; eg. NPPF just encourages brownfield (no priority to it).

Unlikely that any ‘Strategic Gap’ policy will meet NPPF tests. NPPF sets out that the planning system should contribute to and enhance valued landscapes. Inspectors have dismissed similar Strategic Gap policies as being inconsistent with the Framework in Appeals.

Gladman have a number of sites that are being promoted through the planning process within the Service Villages and Infill Villages that are sustainably located, deliverable and without constraint.
