Concerned with the piecemeal approach, with the remitted policies of the Core Strategy being progressed separately from the Sites and Policies Plan Development Management Policies and separately from the Site Allocations Plan. This approach seems confusing, and it is not appropriate before the remitted policies of the Core Strategy have been examined and found to be sound.

Otters are widespread throughout North Somerset. The rhynes of the moors and levels are an important otter habitat and this should be taken into account when planning future development.

The plan is premature as it is based upon the LPA’s proposed changes to the remitted policies of the Core Strategy. Work on the Site Allocations Plan should be halted until the remitted polices have been adopted and the distribution strategy for new housing has been finalised.

Consultation on the Draft Plan is premature pending resolution of the final distribution of the revised housing requirement. The consequential amendments to the other remitted policies of the Core Strategy have yet to be examined, and the Inspector appointed to examine the policies has raised some preliminary concerns (in a letter to the Council dated 24th February 2016) which could result in significant changes to the distribution of the revised housing requirement.

We note that the purpose of the Plan is to identify the detailed allocations required to deliver the North Somerset Core Strategy.
