The ecology of the water and wetland environments in Bleadon (and across North Somerset) is precious and vulnerable. A more joined-up approach to development involving water courses is essential. Consultation with the Internal Drainage Board and the Wildlife Trust should be mandatory for any development (including caravan parks and recreational facilities) within a wetland area.

The plan does not stress the critical situation in the national health service and the increased demand on the service that this significant growth in population would create.

Consider mitigation to meet the needs of otters when planning road works and of amphibians, reptiles and nesting birds when infilling wet areas/channels, carrying out earthworks or clearing vegetation. The presence of invasive species may require a management plan. If designated sites may be affected by proposals, consult the relevant statutory bodies. Consider impact of lighting on wildlife, e.g. on riparian corridors retain appropriate buffer zones and avoid increased light spill.

An update to the retail and leisure needs for the district are necessary to ensure any proposed new development is adequately planned for and effective development management policies are put in place. One such policy should be the introduction of a locally set threshold for retail and leisure impact assessment. This will undoubtedly be substantially lower than the current threshold of 2,500 Sqm set by the NPPF.

We consider the Council should provide clear policy guidance on how the policy on internal space standards for dwellings is to be interpreted and operated in North Somerset to avoid delays that occurred with Reserve Matters applications at Weston Villages. The application of Policy DM42 has had implications for the affordability and delivery of housing and this is contrary to the Government’s aspiration to boost home ownership and provide people with the type of house they want.

Seeks to discuss including policies for contributions to flood defence upgrades within plan period for areas including Sand Bay, Kingston Seymour/Woodspring Bay (including Congresbury Yeo Tidal Banks). Currently modelling impacts of climate change between Woodspring and Clevedon. Within this plan period defences at WsM may also need raising. This would also apply to many areas along the coast/tidal areas where future improvements are required due to climate change and ageing assets.

Wessex Water propose to deliver a wetland solution to water quality issues at the surface water outfall at The Causeway, Nailsea to protect the SSSI. This requires some treatment (SuDS) and other improvements within Nailsea. Mains sewers are the preferred method of foul drainage.
