Mendip Spring is too isolated from employment centres, little prospect of providing a frequent bus service, residents will be forced to travel by car. A38 north of airport already requires improvement. A370 is not capable of carrying significant growth in traffic without harm to existing villages - air quality, noise, vibration, severance and risk of accidents.

Paragraph 136 of NPPF2 makes clear that Green Belt boundaries should be altered through the preparation or updating of development plans. NSC in JSP and LP has failed to conduct a review of its Green Belt boundaries, other than for the airport. NSC needs to conduct an evidence based review of the merits of allocating land for housing development within the Green Belt, particularly for sites closer to economic hub of Bristol. Failure to conduct a review renders the plans unsound.

Location is on the wrong side of Nailsea. Better to concentrate development at Nailsea on the N/NE side, where it would be closer to and easier to integrate with the existing town. Extensive development to the south-west would concentrate development traffic on the A370. Even with the transport mitigation package, the JSP Transport Topic Paper predicts traffic increases probably beyond existing road capacity. Development to N/NE would have less impact by channelling traffic onto B3030.

Banwell is close enough to Weston-super-Mare for new residents to travel to work in Weston by cycling or new public transport services. Banwell village has long needed a bypass and construction of new houses will contribute to the cost of its construction. (I am not convinced that the additional houses should be located north of the proposed bypass but that matter is for a later stage of plan making.

Backwell is well served for non-car travel by train and by regular bus services along the A370. So I can see the case for modest growth of Backwell.

Prematurity - consultation on Issues and Options prior to JSP Inspector's Report causes confusion. If JSP changes are recommended this stage may need to be repeated. Transport is critical but JTLP4 and BSWEL work is yet to be published. Delay LP progress until these studies are available and JSP has progressed to a point where reasonable weight can be attached to it. Need to review SDLs including options in Green Belt.
