The viability of the proposed garden villages (Banwell and Churchill) has yet to be demonstrated, or examined under the JSP examination. These locations are not sustainable, will require huge infrastructure investment the implementation of which will create significant environmental effects.

This cannot be the most sustainable solution. The Green Belt restrictions are out of date  and creating perverse outcomes.
