Sites and Policies Plan Consultation Draft Living within Environmental Limits DM19

DM19-Green Infrastructure The criteria suggests that the corridor of most watercourses could justifiably be allocated as Local Green Space on the grounds of biodiversity (the freshwater environment is so small compared to land and sea), reducing flood risk (setting back and allowing access to maintain) and public access/ recreation. The list of Local Green Space does include the banks of the New Blind Yeo but otherwise seems to miss several waterside sites. A key site where this is relevant is

Policy WSM12-Birnbeck Pier and environs Birnbeck island/pier is located some distance away from the mainland and is not located within Weston Bay so it is more vulnerable from a combined risk of high tides/surges and large waves being sourced within the Severn Estuary. WSM has experienced extensive tidal flooding in the past, most notably in1981 when a significant tidal storm overtopped and damaged large sections of the tidal defences. Joint tide and wave flood risk is a significant constraint

NA2-North-West Nailsea The site is currently within Flood Zone 1, however, a more detailed flood risk mapping exercise of the Parish Brook watercourse would need to be undertaken to determine if there is a floodplain from this watercourse that would impact on the principle and master planning of any new development. In addition, surface water drainage and any impact to the receiving watercourse (Parish brook a non main watercourse) will need to be considered as part of any detailed site specifi

DM34-Housing Allocations The new housing allocation by the motorway is in the functional floodplain of the West Wick rhyne network, which is influenced by the River Banwell. With the Banwell scheme in position this site will be removed from the floodplain. We are not aware that the storage calculations have taken this site into account within Royal Haskoning technical note on storage volumes between the Uphill Great Rhyne and River Banwell catchments. This needs to be clarified to ensure suffic

Policy WSM17-South Herluin Way (Avoncrest site). This is a large site and whilst it is not located in the floodplain, surface water drainage and consideration of the Uphill Great Rhyne culvert at the north east corner will need to be investigated and mitigated.

PH2-Old Mill Road, Portishead This site is located within tidal flood zone 3, but is outside the residual risk when considering flood defences i.e. currently defended. Drainage and operational access to the watercourse are key issues that would require clarification through a site specific FRA.
