However it is noted that at present there appears to be a complete lack of monitoring of compliance with planning conditions; this allows for abuse of a privilege not enjoyed by other residents.

Policy DM46: Conversion of Redundant Rural Buildiings The Trust would recommend an additional bullet point outlining that ecological surveys should be carried out as necessary on redundant buildings as they may support protected species such as bats, barn owls etc.

Policy DM46 is inconsistent with the NPPF. The wording of the proposed policy seeks to impose an economic test on the re-use of a building, ie requiring marketing first with a presumption of a commercial use over residential. There is no such test in the NPPF. Paragraph 55 sets out the circumstances where homes in the countryside can be allowed, and the third circumstance is for the re-use of redundant or disused buildings; there is no requirement for a commercial use to be considered first. Conversion and reuse of redundant farm buildings is supported but suggest a preference for full residential permission, not holiday lets, as full residential permission would add strength to our small village community whereas holiday lets would not.

The conversion of redundant rural buildings to residential use. I am surprised to find that only buildings of traditional construction will be allowed, namely stone and tiles, when even within the Green Belt the only proviso for re-use, is that they are of permanent and substantial construction, traditional construction is not referred to within the NPPF would not allowing the cladding of existing redundant buildings in natural stone be more aesthetically pleasing within out natural environment
