We have concerns about the requirement in Policies DM65 and WSM5 for Retail Impact Assessments (RIA) to accompany all applications for retail development in out-of-centre locations exceeding 200 sq m net. This figure is significantly below the default threshold of 2,500 sq m set out in the NPPF at para 26. Indeed, the proposed threshold is even below the typical size for a local convenience store (generally 250-280 sq m net). Paragraph 21 of the NPPF states that investment in business should not

Policy DM65: Retail Development outside defined centres Clarification should be introduced to the policy to make it clear that the restriction on floorspace and requirements for sequential assessment will not preclude new retail developments above the thresholds coming forward as part of the planned urban extensions.

DM64 - Town, District & Local Centres The Council supports this policy and the related policies DM65, DM66, DM68 and DM69. We have noted the designation of a Local Centre in Wrington village, ref Schedule 7. 9. DM67 - Retailing within defined town, district and local centres but outside primary shopping frontages Our feeling is that this policy should be stronger and more orientated to ensuring that the loss of retail premises will only be permitted where it can be demonstrated that closure i

DM:69 Garden centres and shops in the countryside Support - although very few existing garden centres would comply with this policy! Where was the monitoring and enforcement in the case of, for example, Cadbury "Garden" Centre?

B.3.4 Employment, Health & Personal Services & Retail: Retail and essential service providers are an important source of local employment opportunities together with education. Any desirable development of these services must be market led, other than specific health provision. BRA supports the enhancement and maintenance of the quality and quantity of the established services and their development - particularly in diversity. We believe this is best facilitated by the designation of a 'servic

North Somerset Landscape Character Assessment SPD This SPD is listed under "Other documents" in DM19 but it is not listed as an SPD in the Council's Local Development Framework web page http://www.n-somerset.gov.uk/Environment/Planning+policy/Local+Development+Framework. Has that document been formally adopted as an SPD in the LDF. Should this SPD be listed under "Other Documents" in DM11, which also refers to it? Should this SPD be listed under "Other Documents" in other policies that refer

As the owners of Hutton Garden Centre, we are writing with regards to N. Somerset's proposal Re garden centre extensions. From what we understand, extensions will only be allowed if 50% of the floor-space is for produce grown on the land, and the remaining 50% for selling ancillary items (eg furniture, seeds, wellies, etc) that are made within 30 miles. I imagine you hope by this to boost local businesses, but we cannot see that it can be of benefit to garden centres. If the proposals are detrim
