B. 1.2 Strategic Gap: BRA submits that there is a sound case for the early delivery of the Strategic Gap between Backwell and Nailsea in accordance with CS19. Backwell has already proposed its boundary (dBNP 7.14). Evidence presented to the EIP into the CS in 2011 demonstrated that Nailsea's views were well developed. This Gap is essential to both communities. Early delivery would avoid an enormous waste of planning resources.

Policy DM48 Strategic Gaps Persimmon Homes object to Policy DM48 Strategic Gaps. The strategic gap policy is superfluous and adds little to Policy DM33.
