We have concerns about the requirement in Policies DM65 and WSM5 for Retail Impact Assessments (RIA) to accompany all applications for retail development in out-of-centre locations exceeding 200 sq m net. This figure is significantly below the default threshold of 2,500 sq m set out in the NPPF at para 26. The Town Council support the policy in particular to the following areas. Dolphin Square redevelopment which has a focus on retail, tourist and leisure use. We also support that St James Street have a preferred retail focus that encourages daytime visitors and families as opposed to too many bars only which tend to attract late night drinking and anti-social behavior in this key central location. Policy WSM5: Weston out-of-town retail area Given the way they have developed over the years, and their proximity to the town centre, we welcome the continued allocation of the retail parks at Marshfields Way and Winterstoke Road. The boundary of that allocation as drawn reflects an appropriate boundary and includes the area which is primarily retail in nature. This includes the current Sweat FA site on Winterstoke Road, which has a long history of town centre uses including open A1 retail use.

Policy WSM4 (Gateway Area) The allocation of Land at Herluin Way (Avoncrest Site) within the Gateway Area and the priority given to its regeneration is supported. The regeneration of this main approach into Weston-Super-Mare would improve the appearance of the area.
